Com.B.S.Reddy AGS & the Representatives of AIBSNLEA AP Circle met Dr.J.S.Sharma, Chairman, Telecom Commission & Secretary, Department of Telecom. at Hyderabad and discussed on various issues related to our Executives. AIBSNLEA AP Circle Thank Dr.J.S.Sharma for sparing his valuable time.

(a) Promotion Policy for BSNL Executives: Dr.J.S.Sharma Said that the committee constituted for this purpose has almost finalized the report and he has also gone through it. The report will be sent to the BSNL before 15th May for formal approval. He further stated that the same can be implemented in June 2006.

(b) Transfers of Group A and B Officers: Dr.J.S.Sharma was trying to explain the need of officers in J&k, NE and Andaman. Agreeing with his views we have expressed our difficulties in going to these areas at the fag end of our service and suggested that these requirements can be met in the ensuing promotion orders. He expressed that he can understand the difficulties of our members. At this juncture we have brought to his notice about the recently promoted JTS Officers postings. He has immediately reacted and said that he has already directed BSNL authorizes to post these officers to the hard tenure areas.

(c) IDA Scales to Absorbed Group A officers: When we brought it to the notice of Hon'ble Secretary that the IDA Pay scales are not yet Implemented for Absorbed Group A officers, he has immediately directed the Additional secretary, Department of Telecom. In our presence ,to see that the orders for implementation of IDA Pay Scales to the Absorbed Group A officers is released today itself.

They have extended their sincere thanks to the Hon'ble Secretary for according clearance for the Adhoc promotions in BSNL.

GS, President & AFS met Shri S.R. Kapoor, Sr. DDG (PF) & Chairman Perks Committee, BSNL, New Delhi and discussed:-

(a) impressed upon early submission of Perks committee report for Executives in BSNL addressing the views/suggestions given by the association:- Sr.DDG (PF) informed that the report is under preparation & will be submitted to BSNL Board shortly.

(b) Issue of IDA pay fixation order of AAOs in BSNL :- Sr. DDG (PF) assured to look into.

(c) DPC from Sr. AO to CAO:- Sr. DDG (PF) informed that DPC is under process & efforts are being made to issue promotion order upto second week of May'2006.

(d) Direct Recruitment of JAOs:- Sr. DDG (PF) informed that matter has already been taken up with Sr. DDG (Establishment) to start the process.

(e) Consideration of some pending request transfers :- Sr. DDG (PF) assured to look into.

Regular Promotion to SDE (Telecom) DPC is under Process: - JTO (Telecom) to SDE (Telecom)  Regular promotion for which eligibility list was circulated, finding difficulty in operation because DoT took a view that the vacancies about 1800 of the year 2000-2001 were already utilised by DoT (The same was also utilised by BSNL in 2000 DPC caused overlapping) consequent to the earlier court decision regarding reversion of 1966 SDEs. BSNL asked the clarification from DoT regarding year wise vacancy position.      

We met concerned officers in DoT to expedite the reply to BSNL immediately and  DoT has now clarified that vacancies about 1800 of the year 2000-2001 have not been utilised. On our continuous persuasions BSNL  vide letter no. 412-13/2005- Pers – I dated 20th April 2006 has asked information from all Head of Circles regarding adjustments of 1966 cancelled posts in TES Group ‘B’ against the vacancy years 2000-01 or 2001-02.  After receiving the informations BSNL will process the DPC against seniority cum fitness quota for  vacant TES Group 'B' posts.

Similarly BSNL has processed the case for holding of competitive examination to fill up the limited departmental competitive  quota vacant TES group 'B' posts (about 3000). The syllabus for competitive examination discussed with our Association is under process for BSNL Board approval. After finalization of syllabus the competitive examination may be held in August'2006.

GS and Editor met Sr. DDG (Establishment) BSNL & discussed :

(a) Impressed upon grant of 2nd ACP benefit to JTO/SDE (C/E) wings as per DoT instructions: -Sr. DDG informed that the promotion policy for executives in BSNL is under consideration & the pay scales of JTO/SDE (C/E) have been upgraded one stage higher after formation of BSNL. In that manner financial upgradation has already been granted. We strongly protested against this and clarified that upgradation of the pay scales of JTO/SDE(C/E) was already under consideration in DoT before formation of BSNL, therefore, ACP should immediately be granted to JTO/SDE(C/E).

(b) Implementation of IDA pay scales w.e.f. 1.10.2000  for the cadres Civil/Electrical/ Architecture/Telecom Factory/Personal Assistant/Private Secretaries in CSSS/Field Units, Assistants/Section Offiers/ JAOs/AAOs etc. :- Sr. DDG informed that the issue is under consideration to the promotion committee since it is a part of Executives Promotion Policy.

(c) Consideration of request transfers of Direct recruit JTOs under para-38 :- Sr. DDG(Estt.) informed that the request transfers under para –38 of direct recruit JTOs are being approved by the Director (HRD) & for last six months no request transfer order is issued. All pending requests may be considered after new recruitment of outsider JTOs.

(d)  DPC for promotion from JTO (Telecom) to SDE (Telecom) :-Sr. DDG (Estt.) informed that matter was under active consideration but due to Hon’ble Delhi High court directives in the matter process is stalled. GS, AFS and Editor met Sh. Y.S. Bhave Addl. Secretary (Telecom) & Sh. Niranjan Singh Director (HRD) BSNL in the chamber of AST & discussed: -

(a) Impressed upon immediate implementation of the assured Promotion Policy for executives in BSNL & discussed in details:-

(i) One time placement of the SDEs in the Sr. SDEs grade : AST informed that no concrete decision is available in the matter & it is not the part of terms & conditions of the service therefore in general a particular period may be five years of the service rendered in DoT may be considered for one or two increment benefit.

(ii) Implementation of all revised/upgraded IDA pay scales w.e.f. 1-10-2000 : The BSNL Committee recommendations are available in the matter all the recommendations of the committee  will be looked.

(iii) No parallel post based promotion.

(iv) No recruitment of Management Trainee at STS level : We suggested that management trainee recruitment should be strictly at JTO/JAO level only . The ratio should also be changed. We strongly protested management trainee recruitment at JTS level.  Director (HRD) opined that there should be recruitment in executives grades at three levels i.e. supervisory level, executive level & managerial level. We protested against it.

(v) Weightage for past service rendered in DoT/DTS/DTO for promotion: AST informed that this issue will be addressed by BSNL management not by this committee.

(vi) Ist upgradation to next higher scale on completion of four years of service in all cases : AST informed to look into.

(vii) Grant of designations & duties/responsibilities associated with the respective grades: AST informed to look into.

(viii) Attendant condition for promotion by reducing 56 marks as the cut off mark for promotion where the droppings must be below 4%: AST informed to look into.

      Finally AST informed that all the views/suggestions given by the association are being addressed & briefed that the committee is trying to make some improvement in the promotion policy decided by the BSNL. We insisted to consider our views/suggestions in full.

(b) Express resentment for denial of granting 2nd ACP benefit to JTO/SDE(C/E) in BSNL :- AST advised to Director (HRD) to implement government   instructions in the matter & not to relate the issues with the Promotion Policy. Director (HRD) in presence of AST assured to look into.

(c ) grant of IDA pay fixation to the Group ‘A’ officers absorbed in BSNL :- AST further advised Director (HRD) to issue necessary instructions in the matter. Director (HRD) informed that the case will be examined & necessary instructions will be issued at the earliest.

(d) Absorption of Group ‘A’ officers in BSNL :- AST informed that DoT is making efforts to complete the process but de to some court cases issue is still unresolved.

(e)   Filling up of all vacant STS group ‘A’ posts on adhoc basis in all disciplines :- Director (HRD) BSNL in the presence of AST informed that the initiatives have been taken to hold the DPCs to fill up vacant STS post on adhoc basis in all disciplines& promotion orders are expected to be issued by end of April 2006.

Regarding submission of the recommendations AST advised to contact him again in the next week.

(a) Review of policy guidelines for extension of concessional Telephone facility to retire/retiring employees of BSNL: -   In this connection we explained  that the financial implications calculated at the time of initial extension of the facility in the year 1994 remains same and as such there will be no additional financial burden.

(b) we brought to the notice of Director (Operation) BSNL that due to introduction of time limit (Pulse Rate) for calls to Land Line/Mobile/WLL, there is absolute necessity to increase in number of free calls for residential service telephones.

(c ) We impressed upon to provide GSM mobile connections to the Executives of BSNL

 In the above issues Director (Operation) assured to look into positively.

GS, FS and AFS met Member (Services) Telecom Commission, New Delhi & discussed:-

(a) Impressed upon cancellation of unilateral transfer & posting order issued of DEs/SDEs to J&K Circle and NE regions:- Member (Services) informed that the 100% vacancies in Group 'A' & Group 'B' cadres are being filled on the directives of Hon'ble MOC as he has assured in the parliament. Regarding criteria/eligibility  of transferring officers is to be decided by the BSNL. We protested that the vacancies should be filled up while issuing promotion orders.

(b) Implementation of assured Promotion Policy :- We impressed upon immediate implementation of the Promotion Policy. Member (Services) informed that the discussions are going on the issue in DoT. It will take some more time. The Promotion Policy was transferred to DoT for review on the complaint/ protest by the Executives  Association. It needs time to review in DoT.

(c) Early absorption of Group 'A' officers in BSNL :- Members (Services) informed that administrative cell of DoT is dealing the matter, however, the stalemate is continuing due to non agreement with ITSA. All the queries/demands    raised by ISTA have been replied but agreement yet to reach between DoT administration & ITSA. DoT is making efforts for early settlement of the issue.

(d) Pension to absorbed executives in BSNL :- Member (Services) clarified that it is a unique  case only where the Government pension has been ensured in BSNL under rule - 37A. The confusion being created that pension will not increase with the  increase/revise IDA pay scales is not true. As & when Wages Committee will revise the   pay scales the pension will also be available on the revised IDA pay scales. For all purposes in BSNL government pension has been ensured. Even if, BSNL is invested more than 51%, share holders will bear the responsibility for payment of pensions.

(e) Filling up of the vacant Group 'A' & Group 'B' posts in BSNL :- Member (Services) informed that the vacant posts in Group 'A' cadre prior to 1-10-2000 sanctioned by DoT are being filled up by DoT. Recently 67 JTS of ITS Group 'A' officers have been promoted to STS of ITS Group 'A' post as DPC was to be conducted on time bound manner just after completion of four years of service in JTS cadre by DoT administration itself. The DPC from JAG to SAG in ITS Group 'A' cadre was also conducted through UPSC with changed eligibility criteria accordingly only 4-5 JAG officers could be promoted to SAG posts regarding filling up of vacant STS Group 'A" posts sanction in BSNL after 1-10-2000, BSNL is empowered to fill up these vacant posts as per recruitment rules.

CS, President, ACS Sh. A.K. Rawat, ACS Sh. S.D. Arya met CGMT Raj. Circle, Jaipur and discussed :-

(a) Immediate Holding DPC from SDE to Sr. SDE grade- CGMT Raj. Circle informed DPC work is over by next week & order will be issued for 163 SDEs to Sr. SDEs grade.

(b) ACRs of eligible SDEs to Adhoc DEs promotion have been sent to BSNL H/Q New Delhi.

(c) Relieving of some SDEs transferred to BSNL Corporate office New Delhi.

(d) Cancellation some JTOs/SDEs/DEs transfer orders.

Sh. C.K. Sukumaran DE Kerala Circle got stay order from Ernakulam High Court against his transfer order from Kerala Circle to NE Region for two months. Hon'ble Ernakulam High Court has directed BSNL to file counter affidavit within one month period. Sh. C.K. Sukumaran, DE Kerala has prayed that he has been transferred on "Pick & Choose" method. He is neither senior nor junior and also that he is not a regular STS Group 'A' officer.

(a) Immediate implementation of the assured promotion policy for executives in BSNL .

(b) Grant of non-taxable perks to executives in BSNL w.e.f. 01-01-2005.

(c) Early filling up of all vacant STS Group 'A' posts on adhoc promotion      basis in all disciplines.

(d) Early filling up of all vacant Group 'B' posts on regular basis.

(e) Immediate Creation of Group 'A' & 'B' posts of  CMTS wing in BSNL.

(f) Allowing CGMs to sanction man-months posts.

(g) Unilateral transfers & postings of Group 'B' officers in BSNL to J & K Circle & NE regions.

(h) Absorption of Group 'A' officers in BSNL.

Member (Services) DoT has invited our Association on 17- 04-2006 afternoon to discuss the issues.

GS & President met Director (Finance) & protested against the transfer & posting orders issued in Finance  wing ignoring the existing transfer policy. Discussed as follows :-

(a) impressed upon considering all pending request transfers in tenure circles as declared at the time of posting of these officers :- Director (Finance) assured for immediate issue of pending request transfers order for those completed more than Two years service in tenure Circles.

(b) Protested against transferring officers from one Circle to another Circle without asking their choice of Circle:- Director (Finance) assured that in future the tenure/non-tenure Circles will be notified & three choice of Circles will be taken from the affected officers in Accounts wing.

(c) Protested against transferring  more number of Officers from Tamilnadu, Chennai TD circles & posting less number of officers : - Director (Finance) assured to look into.

(d) Protested against not considering all pending about 27 request applications of Sr. AOs :-Director(Finance) informed that all the pending Sr. AOs request transfers will be considered on their Adhoc promotion to CAO post, the promotion list is expected by end of April'2006.

(ii) Filling up of vacant STS of Group 'A' posts (CAOs) :-- Sr. DDG(EF) BSNL in the presence of Director (Finance) informed that the process has already been started & the promotion order will be released by the end of April'2006.

(iii) Recruitment of  JAOs against Direct quota & Departmental quota :- Sr. DDG(EF) informed that the matter has already been taken up with Sr. DDG(Estt.) to start the direct recruitment process to fillup about  500 vacant JAOs posts & all Circles has been advised to conduct the Departmental examination for the same.

(iv) AAO Pay Case:- The issue was discussed for fixation of AAO Pay Scale in the IDA Pay Scale. Sr. DDG (EF) in the presence of Director (Finance) assured the efforts are being made to issue suitable instruction in the matter. Necessary order will be issued shortly.

BSNL has already filed the reply & DoT on behalf of Ministry of Finance has also submitted the affidavit. Hon'ble court will further hear the case on 22nd Sept' 2006 in which association will also file rejoinder.

GS and President met CMD BSNL & protested against immediate relieving of SDEs/DEs transferred to hard tenure stations even after the assurance given for retention :- CMD informed that there was a tremendous pressure from DoT to relieve the officers immediately however matter will be further discussed in DoT. Now we are again to discuss the issue in DoT for which we have already addressed to Secretary DoT for granting a meeting.  

(b) Implementation of the Promotion Policy for Executives in BSNL :- CMD informed that discussions on Promotion Policy are going on in DoT and Secretary DoT has asked some queries from AST Chairman Committee, it may take some more time.

(c) Impressed upon to grant the Perks for Executives in BSNL addressing the suggestions /views given by association : CMD assured to look into.

PERKS FOR EXECUTIVES OF BSNL (CHQ NEWS) :- GS. and FS attended the Perks Committee meeting held today i.e. 04/04/2006.All the suggestions given by AIBSNLEA were discussed in detail as follows :-

1)      Canteen Allowance :- They informed that Canteen Allowance will be proposed in the name of diet allowance as available for non-Executives

2)      Professional Up gradation is also being considered on some percentage of basic pay.

3)      Personal Allowance on transfer is being considered in same circle more than 100 Kms-50% of Basic Pay ,More than 500 Kms-75% of Basic Pay and Intra circle transfer 100% of basic Pay.

4)      Rural Allowance will be considered as available to Non-executives.

5)      Single child Allowance is also proposed.

6)      Winter/Summer Uniform to Executives :-This issue may be taken up separately with Uniform Committee. Uniform Committee will take a decision on Dress Code for Executives and Non-Executives

7)      Transport Allowance :-They informed that suitable income is proposed for fixing Transport Allowance in place of reimbursement o the cost of Fuel.

8)      Reimbursement of the cost of News Papers :-Present instructions will continue in this regard.

9)      Reimbursement of the cost of Journals :-A fix amount is being proposed for purchasing Books/Journal.

10)  Reimbursement of annual fees for club/professional institutions as available to SAG and above officers ;-This issue will be further discussed..

11)  Self leased Accommodation :-They informed that in field units, several quarters are lying vacant. therefore issue is to be examined accordance with existing rules.

12)  Encashment of Home Town/All India LTC :-It may burden BSNL more than 500 crores. So financial implications are to be taken in to account while considering the proposal.

13)  Children Educational Allowance :-Already available under Welfare Scheme

14)  Reimbursement of Entertainment Expenditure :-This case will be looked in to

15)  Long Service Award :-It will also cause financial burden to BSNL. Case is to be examined .

After having detailed  discussion on all the issues ,the committee member opined that the perks  for Executives may be granted  keeping in  the view of  the perks available for non-Executives of BSNL. The Committee proposes increase in perks 2.5/3 times of non-Executives to Middle level Executives and 3.5/4 times of Non-Executives to Sr. level  Executives. The committee also informed that presently executives are given other benefits about 24% of basic pay. Now, it may increase to 30 to 32%.

MEETING WITH Sr.DDG (BW) (CHQ NEWS) :-  GS,President, ,VP Shri S D Arya, AGS Shri. Pradeep Goel , AFS met Sr. DDG(BW) .Jt.DDG(BW) is also present in the meeting and discussed the following issues

1) Regular promotion from  SDE(Civil) to EE(Civil):-  About 50%  of 122 vacancies of EE(C) will be filled up by the end of April 2006.

2) Regular promotion from JTO(Civil) to SDE(Civil) :- About 72 vacancies of SDE(C) will be filled up as early as possible. 

3)Withhelding of ACP Scheme for 54 AE(C) working on adhoc basis :-This issue will be taken up with Dir(HRD).

4)Scrapping of Accounts Exam. for SDE(C/E) :-This issue will be taken up with Dir(HRD).

5)Continuation of ACP Scheme for EE(C) to SC(C) till the Promotion policy announces :-This issue will be taken up with Dir (HRD).

6) Release of Seniority list of SDE(C).:-  Sr. DDG has assured that Sr. list will be released within 10 days.

7) Regularisation of SDE(C) and EE(C)  :- About 125 SDE(C) and 70 EE(C) working on adhoc basis will be regularized by the month end.

8) Promotion of PA to PS  in Assam Cicle :- The cases have been sent to Dir(HRD) for approval .

9) Rotational/Tenure transfer should be minimized :-Sr.DDG(BW) assures to look in to.

FLASH (CHQ NEWS) :- GS, V. President Shri S D Arya  & AGS Shri Pradeep Goel  met Dir(HRD) and discussed  following issues:-

1) Request Transfers of SDEs /DETs :-  Request Transfer order of DETs is under issue. Request transfer order of SDEs will be issued shortly.

2) PROTEST AGAINST UNILATERAL TRANSFER TO J&K CIRCLE AND NE REGION :- He informed that immunity cases will be considered for cancellation. In the mean time, we have  requested  Secretary, DOT in this regard for grant of meeting .
