26.12.2011: 3rd District conference of Jaipur TD has been concluded on 24-12-2011 in Glorious manner. The hall of Hotel Diana Palace was full to its capacity. In the Open Session our esteemed guests Shri D.K.Maheshwari Sr.GM(CFA) and Shri Arun Agarwal Sr.GM(CM) of Jaipur SSA added the shine to its glory. The legend of AIBSNLEA and our dream Leaders beloved General Secretary Com Prahlad Rai and beloved President Com P.Venugopal turned this occasion to a mile stone. Presence of Com Bhagwan Singh, AGS(HQ), Com Devesh Kumar, OS(North), Com. Karan Singh, Advisor CHQ, Com P.R.Leel, Circle President, Com O.P.Jat, Circle Secretary, all other Circle Office bearers and Guests from sister Branches made this occasion memorable.

13.12.2011: JAC emphatically decides to go on strike on 15.12.2011 : The JAC meeting took place today under the chairmanship of Com. G.L. Jogi, has unanimously taken the following decisions.

1. To powerfully conduct the strike on 15.12.2011. The strike will be from 0600 hrs to 1800 hrs.

2. To block the non-opted ITS officers from entering the offices on the day of the strike, i.e., on 15.12.2011.

President and FS attended the meeting.

All the Circle Office Bearers / Branch Secretaries are requested to mobilize the members for active participation in One Day Strike on 15.12.2011.

10.12.2011:- The Branch conference of AIBSNLEA KOTA Branch was held on 10.12.2011 at Y.K.S Hotel Kota in a grand manner. The Branch  conference was presided by Shri Prahlad Rai, General Secretary AIBSNLEA and attended by Sh. Devesh Sharma, OS(North) AIBSNLEA from the CHQ side.  Shri O.P. Jat , Circle Secretary Rajasthan also attended the meeting. GMTD Kota Sh. A.K. Gupta was the Chief Guest in the meeting. Circle President SNEA(I) Rajasthan Sh. S.K. Sharma attended the meeting as a special guest. More then 70 members from Kota, Baran and Jhalawar attended the meeting. More then 10 media persons from print and electronic media attended the meeting.

After the welcome of dignitaries CS Rajasthan Sh. O.P.Jat in his address appreciated the contribution of the comrades of KOTA Branch in strengthening the position of AIBSNLEA in Rajasthan circle. He expects the same sprit of the comrades of KOTA branch in future. He informed that during last few months the economic condition of Rajasthan circle has improved.

Sh Devesh Sharma, Organising Secretary (North) in his address explained that in which manner the BSNL is suffering from the discriminatory attitude of the Govt. of India. He explained the efforts of CHQ in continuously resolving the issues of BSNL Executives. He appealed all the members to be ready for the implementation of and Organizational Activity call from CHQ in future.

Sh. A.K. Gupta, GMTD Kota in his address appealed all the BSNL Executives to provide Quality of service to our customers. He further appealed all the BSNL Executives' to provide Quality of service to our customers. He further appealed to all to change the mindsets in today's competitive environment so that BSNL can strengthen its position in the market.

GS AIBSNLEA, Shri Prahlad Rai in his detailed address explained the burning issues of the HeadQuarter level like ITS Repatriation process and the stand of AIBSNLEA and JAC on this issue. He explained the role of AIBSNLEA and Trade Unions in the viability of BSNL . He mentioned the success of AIBSNLEA in recently getting the pension fund contribution approved on basic pay w.e.f. 01.01.2007 and many benefits due to its implementation . BSNL earned profit but due to un-helping attitude of the Govt. i.e. unjustified payment of spectrum charges (3G & BWA) of Rs. 18,500, non-reimbursement of licenses fee, USO Charges, OPEX Charges, withdrawal of ADC, Payment of AGR, Interest, payment of notional loan Rs. 7500 crores to DoT has adversely affected the viability of BSNL. In addition of this non-procurement of GSM equipment, cables, telephone instruments, MLLN Modem, Broadband Modem, Drop wires etc has affected the quality & growth of services. He apprised the status of HR issues related to mainly DPCs from JTO to SDE, SDE to DE(Adhoc/Regular), DE to DGM, DGM to GM, GM to Sr. GM/PGM, JAO to AO, AO to CAO & CAO to DGM(F), DGM(F) to GM(F) and GM(F) to PGM(F) etc., modification in transfer policy & Benchmark of EPP, Tightening of staffing norms, VRS, Group 'A' officer absorption, Pay anomaly- Sr. are drawing less salary than their juniors, withdrawal of leave encashment, stopping of LTC etc. Com. Com. GS also mentioned that Kota Branch always actively participated in Circle/CHQ events. He explained the stand of JAC for the strike on 15.12.2011 and further course of action of JAC.

Circle attended and addressed the Branch Conference of Ajmer  TD Branch, Rajasthan Circle on 27.11.2011 & an Open Session was organized on the occasion.  Shri Anupam Shrivastava , Sr. GMTD, Ajmer was the Chief Guest on the occasion and Shri Ravindra Kumar, DGM, Ajmer was the Guest of Honour. Shri Prahlad Rai, General Secretary, Shri Bhagwan Singh, AGS(HQ), AIBSNLEA, CHQ New Delhi, Sh. Babu Singh, ACS(F) were the Special Guests of the function. Welcome address was given by Com. G.S. Chhabra, Branch Secretary, Ajmer, covering the Circle & CHQ level pending issues. Com. M.C. Marwah, Circle President in his address appreciated the performance of Ajmer, SSA.

Shri Anupam Shrivastava , Sr. GMTD, Ajmer & Chief Guest, in his address expressed sincere gratitude and thanks to all executives of Ajmer SSA for positive (about 20% from the last year)  revenue growth of SSA and also appreciated the role of AIBSNLEA to take all the issues related to the growth & viability of BSNL at all front. He mentioned that there is no doubt that ITS Officers are talented one but they should own BSNL which will create their acceptability.

16.11.2011: Decisions taken in the JAC Meeting held on 16^th November 2011: The meeting of the Joint Action Committee held on 16^th November 2011 took very important decisions with regard to defending the BSNL and its workers. The meeting was presided over by Com. G.L.Jogi, GS SNEA. Com. V.A.N.Namboodiri, Convener, JAC reported about the developments after the last meeting held on 31^st October 2011. The house was of the strong opinion that the non-opted ITS officers should be repatriated immediately. GS and President attended the meeting.

After thorough discussion, the following decisions were taken unanimously:

1. The deferred One Day Strike on the BSNL and Workers issues will now be organised on 15^th December 2011. Some additions were made in the Charter of Demands already approved by the earlier JAC.  The Strike Notice will be modified accordingly. Strike Notice will be served on 17^th November.

2. In preparation for the strike and to give wide propaganda, massive rallies with maximum participation of workers will be organised on 8^th December 2011 at all SSAs/Circles and Corporate Office. A memorandum on the demands raised in the strike notice will be submitted to the State Governors for onward submission to the Central government.

3. The JAC meeting decided to support and participate in the Dharna on 22^nd November 2011 being organised by the United Forum of Executive Associations demanding immediate repatriation of non-opted ITS officers.

4. The JAC will meet the CMD BSNL, Secretary DOT and Minister Communications in order to get the repatriation of non-opted ITS officers at the earliest.

5. The JAC unanimously decided to participate in the Parliament March being organised on 25^th November 2011 by the Central/State Government, Teachers, Railway, Defence, Postal employees as also Central / BSNL Pensioners against the anti-worker Pension Fund Regulatory and Development Authority (PFRDA) Bill presented in the Parliament. 

The meeting came to an end at 1830 hours after vote of thanks.

04-11-2011:- Hon'ble AP CAT Hyderabad not granted stay order against ITS officers absorption process in BSNL: Two SLPs filed by 16 & 17 ITS officers in Hon'ble CAT Hyderabad was heard for two days i.e. 31.10.2011 & 02.11.2011 and judgment deliver today, wherein stay order has not been granted against ITS Officers absorption process in BSNL. 21.09.2011:  "CHQ NEWS" JAC decides to observe one day mass fast on 27-09-2011 and one day strike on 10-10-2011 :The JAC which met at New Delhi today 21-09-2011, took the historic decision to oppose the VRS, lock stock and barrel. The meeting which was presided over by Com. G.L.Jogi, GS,SNEA(I) , unanimously decided to observe one day mass fast at All India level, circle level and SSA level on 27-09-2011 and to go on one day strike on 10-10-2011, opposing VRS, demanding PLI, etc. President, FS and AGS (HQ), AIBSNLEA attended the meeting along with the other unions /associations i.e.  BSNLEU, SNEA (I), BSNL MS, TEPU, SEWA BSNL, BTU and NFTBE.

07.09.2011: JAC Meeting: Decisions taken in the meeting of the JAC held on 7^th Sept. 2011

A meeting of the Joint Action Committee of the BSNL Associations / Unions of the Executives and Non-Executives was held on 7th September 2011 at the National Council office. Com. Suresh Kumar presided. After thorough discussion, the following decisions were taken:

1. Protest Dharna on 14^th September 2011 against curtailment of existing facilities : The meeting strongly opposed the orders issued by the BSNL management withdrawing the existing facilities of encashment of leave on LTC, freezing the All India LTC for two years and stopping the BSNLMRS allowance without voucher. These facilities have been granted after detailed discussion and agreement. The present orders are arbitrary and anti-worker.

The JAC, therefore, decided to organise massive dharnas at SSA/Circle/Corporate Office level on 14^th September 2011 in protest against the above order and demanding the management to immediately withdraw the same. All the District Secretaries are urged to make the programme a big success.

2. Protest against PFRDA Bill : The implications and anti-worker provisions of the Pension Fund Regulatory and Development Authority (PFRDA) Bill presented in the Parliament and referred to the Standing Committee was explained by the Convener. The Central/ State Government and PSU employees and Pensioners have already  held an All India Convention and has decided to oppose the anti-worker bill and to present  a memorandum to the President / Prime Minister signed by crore of workers and supporters. A Parliament March will be organised on 29^th November 2011. PFRDA Bill is also against the interest of the BSNL pensioners and also to those who are recruited after 01-10-2000 who will get pension as per the New Pension Scheme (NPS).

The JAC meeting decided to be part of this movement to save the pension of the BSNL workers and participate in the programme decided by the All India Convention including in the Parliament March. 

The other issues will be discussed in the next meeting. The meeting came to an end at 18.30 hours after vote of thanks.

All the Circle/Branch office bearers are requested to mobilize & participate actively for the successful implementation of Dharna Programme on 14th Sept'2011.

05.09.2011: Expenditure Control in BSNL:-Keeping in view the financial condition of BSNL, BSNL has decided to Modify the eligibility criteria for item mentioned hereunder:-

 (i) News Paper supplied in offices:- The number of newspapers supplied to PGMs, Sr. GMs &GMs in Corporate office is reduced to one newspaper. However, in respect of CMD/ DIRs/EDs they may decide the issue for themselves. This should take effect immediately.    Click here for letter

 (ii) Medical Expenditure:-All outdoor treatment facilities under BSNLMRS will be "with vouchers" only. The facility of "without voucher" is withdrawn w.e.f. 1^st October' 2 011. those who have opted for "without vouchers" during the financial year 2011-12, can avail the benefit for "with voucher" for 6 months proportionately. The number of bills for Outdoor treatment may increase and the units should make arrangement for payment of these bills without delay. This applies to BSNL pensioners also.  (iii) LTC :- Keeping in view financial position, BSNL has approved the Withdrawal of Leave Encashment While availing All India LTC / Home Town LTC for all Categories o f BSNL employees including  absorbed/  directly recruited, on deputation/Deemed deputation.

All India LTC is frozen for two years for all BSNL employees and officers except those who are retiring during this period but Home town LTC shall continue.

26.05.2011:- "MEETING WITH Sr.GM (Finance & IFA) RAJASTHAN Circle" Circle Secretary & Com.Babu Singh, ACS (Fin.) met to Sr.GM (Finance), Rajasthan Circle on dated 26.05.2011. The request transfer issue in the JAO/AO cadre was discussed in detail. We strongly pleaded & appraise the discrepancy in request transfer & posting order in the AO cadre. The Inter Circle transfer choice of place of posting not consider & requested to consider the same on priority basis. The transfer requests in JAO cadre also pending since last four years & requested to consider the same. Sr.GM (Finance&IFA) assured to look into.

21.05.2011: JAC meeting on Customer Delight Month held at Jaipur:- JAC meeting on "Customer Delight Month" was held on 21.05.2011 at Jaipur. The meeting was attended by Com. Prahlad Rai, GS AIBSNLEA CHQ along with Com Suresh Kumar, GS, BSNL MS. Shri A.K.Jain, CGMT, Rajasthan Circle & Shri P.K.Agarwal, PGMTD, Jaipur were attended & addressed the meeting from the Management side.

Meeting started with the welcoming address by Com.Moti Ram Choudhary, Convener JAC & Circle Secretary BSNLEU, Rajasthan Circle. General Secretaries & National JAC leaders and the dignitaries from the Management side were welcomed by presenting Buke & garlanding by various Circle Office Bearers of JAC constituents Associations and Unions. Chairman JAC Rajasthan Circle in his address apprises regarding JAC activity for customer delight month in detail. Circle Secretary AIBSNLEA, Rajasthan Circle, Com. O.P.Jat in his address pointed out about GSM coverage, CDR problem, shortage of stores specially drop wire & EPBT in the Circle & impressed upon to make the customer delight month a grand success. Com.Karan Singh, Advisor, Com.Bhagwan Singh, AGS (HQ) & All the Circle Office bearers & Branch Secretaries of AIBSNLEA station Jaipur along with their Branch executive body members were present in the meeting.

Com.Suresh Kumar, GS, BSNL MS in his address apprise to Circle JAC that the customer delight month initial proposal was given by Com.Prahlad Rai & all the national JAC leaders appreciated & accepted the proposal at once.Com. Suresh Kumar appeal to Circle JAC to organize regular meeting at SSA level & every employee should think customer delight month as a family/personal work.

Com. Prahlad Rai, GS AIBSNLEA CHQ in his address described about the present declining financial trend in BSNL and the stiff competition in the Telecom sector. He described in detail that Joint Action Committee is very much concern about the viability of BSNL and need of Customer Delight Month. Com. Prahlad Rai, apprise about JAC message convey to DOT(S) that all the BSNL workers are dedicated & the present situation arise due to government policy & top management. He impressed upon customer delight month that this is the high time for all of us to think with all constraint & available resources to do more and more efforts for the survival of our beloved company by increasing the revenue by 5% to 10% to make a BSNL in profit & to gain its past glory.

Shri P.K.Agarwal, PGMTD, Jaipur in his address mentioned special attention on JAC call of punctuality ultimate delightness of the Customers. He mentioned that outdoor network maintance is poor & needs special attention during customer delight month.

Shri A.K.Jain, CGMT, Rajasthan appreciated JAC for its efforts for the customer delightness. He apprise that non executive staff have maximum interaction to the existing customers & appeal to all the employees should well behaved & smile while interaction to the customers. He appreciated the dedication & hard work of executives & non executives staff of Rajasthan Circle to reducing the losses approximately by 100 crore from last financial year (By 218 crore to 125 crore) even though expenditure & salary increases & efforts are being made to "Zero" loss/profit for next financial year. He suggested that we have to focus on landline & broadband services to increase the revenue & all the quarry/problem of the customer should rectify at CSCs only. He mentioned that drop wire & jointing kits are available in sufficient quantity & efforts are being made to provide new EPBT on NTC. He appreciated the JAC for the efforts of Customer Delight Month and he suggested that it should be extended up to 30^th June 2011.
