discussion with CMD, BSNL:
GS met CMD, BSNL and
discussed regarding fulfilling the assurance and
commitment he gave to AIBSNLEA & AIGETOA on 10.06.2015
to defer the Agitation Program since he will take up the
issue of MT Recruitment withdrawal and other HR issues
for settlement in the BSNL Board meeting and on the
assurance the AIBSNLEA and AIGETOA deferred its ongoing
Agitation Program up to 22.06.2015. CMD BSNL informed
that he took up the HR issues in the BSNL Board meeting
held on 19.06.2015 but Board directed to put all the HR
issues first to the BSNL Board's Remuneration Committee
for clearance and thereafter to BSNL Board for approval.
Hence in the next BSNL Board meeting only, the issues
will be taken-up. On the issue of MT Recruitment
withdrawal, he mentioned that Board has allowed him to
decide the areas of development of MTs in BSNL but Board
has not agreed to withdraw the MT Recruitment. However,
for more feedback he has directed the GM(Pers) to hold
the meeting of all Executive Associations immediately by
deferring the MT registration and examination dates. We
expressed our dissatisfaction and resentment against
non-settlement of a single issue in the Board meeting.
Meeting with GM(Pers):GS,
FS, AGS(HQ) and President, AGS AIGETOA met GM(Pers) to
discuss the matter as advised by the CMD BSNL. GS, AGS,
SNEA(I) were already sitting in the chamber of GM(Pers)
and in their presence itself GM(Pers) started the
discussion on our demands. We categorically told that MT
Recruitment is to be cancelled at any cost and all
pending HR issues need to be resolved immediately
otherwise AIBSNLEA and AIGETOA will immediately resume
its deferred agitation program. GM(Pers) decided to hold
a meeting with all the Executives' Association's
representatives on 23.06.2015 at 15.00 Hrs.
It seems that
management is dragging the issue to dilute our agitation
program. Hence, AIBSNLEA and AIGETOA have decided to
serve further notice for agitation program in terms of
harder trade union actions immediately. All the Circle
office bearers & Branch Secretaries are requested to
mobilize the members to make 100% success of the
ensuring agitation program.

GS discussed with CMD, BSNL
regarding the outcome of the BSNL Board Meeting on
yesterday on the approval of HR issues cleared by MC on
withdrawal of MT recruitment. CMD informed that some HR
issues cleared by MC came for discussion in BSNL Board
wherein Board prefers that first all the HR issues
should be discussed in remuneration committee in BSNL
Board thereafter these issues should be put up to BSNL
Board for approval. Hence, after the clearance of
remuneration committee, all the HR issues will be put up
to BSNL Board for approval.
Regarding
MT recruitment withdrawal, CMD informed that matter was
discussed in the Board Meeting & the concern of the
executives was appraised to the Board and after some
informal discussions, Board authorized CMD BSNL to
re-look into the matter. He advised us to discuss the
matter in person on Monday / Tuesday.

Congratulations !!! CMD BSNL has recognized the
genuineness of the issues raised by the United Forum of
BSNL executives' association. Today in a meeting with
AIBSNLEA and AIGETOA, CMD assured that he will take up
and ensure withdrawal of MT recruitment in the next
board meeting scheduled to be held on 18th June 2015 and
resolution of long pending HR issues. CMD BSNL further
requested us to defer the ongoing agitation at least
till 18th June 2015. Honoring the words and commitment
of CMD BSNL, United Forum of BSNL Executives'
Associations(AIBSNLEA & AIGETOA) has decided to defer
the ongoing agitation program till 18th June 2015.
The forum will make a review of intensifying the
agitation program on 22.06.2015 after meeting with CMD
BSNL, based upon the outcome of the board meeting.

Cabinet Note on 78.2% fitment benefit of BSNL Pensioners
is cleared by Hon'ble MOC&IT yesterday and now being
sent by DoT to the Nodal Ministries for
inter-ministerial circulation for comments and
thereafter the Cabinet note will be send to Cabinet for
approval. This process may take 2-3 months time in
implementing 78.2% IDA pay fixation of BSNL pensioners.AIBSNLEA

lateral entry of fresher's at any level above
JTO/JAO/Equivalent.
Resolution of various other pending
HR issues like finalization of standard pay
scales(E2 for JTO/Equivalent and E3 for SDE /
Equivalent), Holding of CPCs to fill up vacant
JAG/STS/Group B etc. The issues have already been

settlement of the long pending HR issues submitted
by AIBSNLEA & AIGETOA and already discussed in the
formal meetings but still remained unsettled.
Director(HR) appreciated our concern and immediately
directed Sr. GM(SR) to fix up an early meeting to
discuss pending HR issues. Sr. GM(SR) assured to
hold a meeting at Director(HR) level on 18th or 19th
May, 2015 with AIBSNLEA & AIGETOA.
CPC from AO to CAO
regular: They
requested Director(HR) for his kind intervention to
resolve the court case issues so that CPC from AO to
CAO may be expedited. Director(HR) immediately spoke
to ED(Fin) and advised him to discus the matter for
early settlement .
Delay in Time bound
upgradation from E3-E4 & E4-E5 in NTR:They
resented against non implementation of EPP in
granting Time bound promotions of the eligible
executives in E4 & E5 grading by CGM NTR. Dir(HR)
immediately spoke with CGM NTR and directed him to
expedite CPC's for time bound promotions at the
earliest. CGM NTR assured him for an early action in
this regard.

expressed our serious resentment that till now non of
the action has been has been taken by the management
including setup of inquiry. We demanded an immediate
action against the officers responsible for his
harassment.

District Conference of Bikaner Branch held 11thApril
2015 at Shadul Ganj, Bikaner in grand manner.
The conference was attended by Com.M.K.Marodia Circle
Secy. AIBSNLEA Rajasthan.
An Open Session had also been organised
on this occasion.
Hon'ble Member of Parliament Shri Arjun
Ram Meghwal was Chief Guest of the Open Session,
Shri R.N. Mathur, GMTD Bikaner
presided over the Open Session.
Invitees from other sister Associations & Unions also
participated and addressed the Open Session. The
conference was organised in a great Pandal.

distinguished guests. He informed that there is great
unity among the executives and non executives that's why
Bikaner SSA is always ahead in respect of BSNL services
and Associational/Union activities too he assured that
the same sprit will be maintain in future too.
Shri M.K. Morodia,Circle
Secretary,
in his address,elaborately
described the factors which are responsible for
down fall in revenue of the BSNL. he reminded that that
how fast the telecom services were restored after Flood
in J&K and Hud Hud storm in Andhra Pradesh. He said that
this single example can explain the working sprit/talent
to maintain/provide telecom services of a BSNL employee.
He mentioned all issues pending to be resolved at
National level and urged the Hon'ble Chief guest Sh.
Arjun Ram Meghwal, MP for favour and intervene in the
matter in getting the solution of all the grievances of
BSNL.
He also requested the chief guest for intervene in
refund of unjustified payment of spectrum charges(3G &
BWA) of Rs. 18,500. He also expressed the resentment
that all the BSNL Associations/Unions are proceeding on
two days Strike on 21st & 22nd April, 2015 but till now
non of the remedial action has been taken up for
resolving the demands. At last he gave thanks to the
host branch for organising such a grand conference and
gave the opportunity to him to be the part of such a
great event.
Shri R.N. Mathur, GMTD Bikanerexplained
all the efforts made by him for the betterment of
services and gain of revenue in Bikaner. He appreciated
the efforts made by the staff in maintaining the quality
of services. He pressed upon adoption of effective
measures to set back the BSNL on the path of glory for
that he appeal to all executive to be more devoted and
innovative, we have to perform the best to get the best.
He thanked to all AIBSNLEA for inviting as well as
organizing the meaning full conference at the crucial
time of the BSNL.
Shri Arjun Ram Meghwal, MP Bikaner
delivered a very impressive and heart touching speech.
he thanked Bikaner Branch for inviting him in the Open
Session. He admired the SSA staff in maintaining of
better services at Bikaner. He also said that the
services of BSNL are now growing up all over the India.
he questioned that when AIR and Doordarshan can grow
then why BSNL cannot grown. He said that BSNL will
survive for always. He said that our Security can
protected through BSNL only. He informed that Govt. of
India is very serious towards demands of PSUs including
BSNL, far and far there is no any problem to the
survival of BSNL. He said that I will intervene to
ensure monitoring of the role played by DoT towards
BSNL. He ensured that he will arrange a meeting to
discussed & resolve the issues responsible for 21st &
22nd April, 2015 Strike. He said that "Save BSNL,
Save Nation" should not
be the slogan of BSNL Association/Unions this should be
the slogan of Government of India. He ensured that "Spectrum
Charges" will be refunded to BSNL for sure. At last he
again thanked the members of AIBSNLEA Bikaner Branch for
inviting him.
